About HELFO
The Norwegian Health Economics Administration (HELFO) is a sub-ordinate institution directly linked to the Norwegian Directorate of Health.

HELFO is responsible for direct payments to various health service providers, individual reimbursment for certain medicines, dental services and health services abroad. In addition, HELFO is in charge of The regular GP scheme (fastlege), which entitles one to have a regular GP, and issuance of The European Health Insurance Card (Europeisk helsetrygdkort).

If the hospital or treatment centre has failed to provide treatment within the guaranteed waiting time, you can contact the HELFO Patient Referral Unit to find alternative treatment.

You may choose and change your regular GP yourself. If the doctor you want has availability, you can register this doctor as your regular GP from the first day of the following month.

If you are a member of the Norwegian National Insurance Scheme and are staying temporarily in another EEA country or in Switzerland, you should carry a European Health Insurance Card.

As a patient, this reimbursement scheme gives you greater choice in terms of deciding where you want to receive healthcare services.

You are entitled to a healthcare exemption card (frikort) once you have paid a certain amount in user fees. When you present your exemption card, you do not have to pay user fees for the remainder of the calendar year.
